Im having problems getting good close up macro shots without the image being blurred or cant focus in that close. Ive set my iso to 80 to 800 with no prevail. Anyone have any good hints on what I can do, im also using a tripod.

im not experienced in Canon units nor their lenses, but based on the unit's description - the lens also has zoom capability and it starts at 23MM. which is far from being a typical macro lens.
try setting to auto focus to a different setting.
try manual focus.
try focusing from a few feet away and then start getting close to the fishes, while focusing.

I prefer manual focus because the glass will mess it up and the focus assist light scares away my fish. I set it close and move the camera to find that sharp spot. You will need a lot of light to get your film speed up to around 200 and still get a decent exposure. If you can get more light on the fish then you can use a larger f-stop for a deeper focal range on the fish.
