The silver box in the upper right hand corner, to me it looks like an icecap 440 from when i was lookin at them a couple months back

What do you guys think it is?

I think what I thought was two cords is one wrapped around it twice, this pic is a PFO Metal Halide Ballast

I believe Ice Cap ballasts are blue.
I'm not sure what it is. You dont see a name on it anywhere?
